Chief Executive Officer

Teddy Mugabo serves as the fund’s first female CEO.

Her acclaimed career spanning over a decade in the Climate Change and Environmental Sector, began at the Ministry of Environment. Prior to her appointment as CEO, Teddy Mugabo served as the Head of Business Development, now referred to as the Chief Strategy Officer, where she was responsible for Business Strategy & Development. In addition, she served as the Fund’s Climate Change Sector Specialist and District Capacity Building Facilitator, where she proved to be a driving force behind many successful cross-sectoral programmes related to green investments, water management, environment, and climate change.

Before that she worked as a consultant, where her experience drew her to work closely with districts, local government, ministries, and private sector players for project implementation.

Some key achievements include the $32M Green Gicumbi adaptation project, under the Green Fund and the establishment, in close partnership with the Development Bank of Rwanda, Rwanda’s first Green Investment Facility, known as Ireme Invest.

She holds a MSc., in Climate Change and Development from the University of Sussex. She is an Eisenhower Fellow and a Three Cairns Fellow for Environment from Yale University.

Her experience has made her a sought-after leader in the sector. She has championed environmental concerns, implemented climate change projects, and played a crucial role in climate finance and resource mobilization of the country.

As a CEO, she is committed to driving impactful change in the ENR sector.

Chief Strategy Officer

Felix Yvan is the Chief Strategy Officer at the Rwanda Green Fund where he provides the overall strategic planning and direction to ensure that the Fund’s operations (resource mobilization; projects investment; program design & analysis; environment and social safeguards) are implemented in line with its Strategic Plan.

Prior to this appointment, he worked with the Global Alliance for Trade Facilitation where he was in charge of partnerships for Africa. Before this, he worked with the German Multinational, Beiersdorf AG, as a Business Development Manager for Rwanda and later as the Key Accounts Manager at the cluster headquarter.

Alongside other experts in trade facilitation, Felix Yvan contributes to articles for the UN/CEFACT. He also represents Rwanda on the Strategic Trust Fund of the CIF.

A Chevening Alumni, Felix Yvan holds a Master's degree in International Development from the University of Manchester. He also holds a Bachelor's degree (Cum Laude) in International Business Administration from the United States International University-Africa.

Program Manager- Intego Facility

Sandrine Kamikazi is the Program Manager of the Public Investment Facility (Intego) at the Rwanda Green Fund, where she leads the appraisal and management of public investment projects, driving their growth and ensuring alignment with the Fund's strategic goals. With over seven years of experience in Environmental Management, Sandrine is committed to fostering sustainable development through impactful public investments.

Before taking on her current role, Sandrine served as Technical Advisor to the CEO for four years, where she supported the CEO in making strategic decisions, providing insights and analysis on important issues for the organization.

Her expertise extends beyond the Fund, having previously worked with the Ministry in Charge of Emergency Management (MINEMA) and as an Environmental Consultant on various projects in Rwanda.

She holds a Master’s Degree in Environmental Management from Massey University, New Zealand, and a Bachelor’s Degree in Agricultural Economics and Agribusiness from the National University of Rwanda.

Legal Analyst

Celestin Tuyisenge is the Legal Analyst at the Rwanda Green Fund.

As the Legal Analyst, Celestin's main responsibility is to provide legal advice on all Rwanda Green Fund's interventions, participate in contract management, draft legal instruments, liaise with the Ministry of Justice and other institutions in legal matters, conduct legal research and represent the institution before the court.

As the Legal Analyst, he is tasked with providing legal advice and to take all measures to ensure that the institution is in compliance with the laws.

Prior to his current position, Celestin worked for six years with Gicumbi District as Legal advisor and Notary; he worked also for three years as Legal Affairs Specialist of Rwanda Green Fund.

He earned a Bachelor's Degree in law from National University of Rwanda, Diploma in legal practice from Institute of Legal Practice and Development, Certificate of Specialization in Negotiation, Mediation and Conflict Resolution from ESSEC BUSINESS SCHOOL/FRANCE and Certificate of Specialization on Introduction to International Criminal law from CASE WESTERN RESERVE/United States of America.

Project Audit Analyst

Alex M. Karuhanga is the Project Audit analyst of the Rwanda Green Fund where he plays a key role to provide independent, objective assurance and consulting services designed to add value and improve the Fund's operations as well as helping the Fund to accomplish its objectives by bringing a systematic disciplined approach to evaluate and improve the effectiveness of internal controls, risk management, compliance, and governance processes.

Prior to this appointment, he worked as Internal Auditor Specialist. Before, he also worked with the Ministry of Foreign Affairs and International Cooperation as Internal Auditor, he was in charge of Audit at the Ministry level and all Rwanda Embassies & High Commissions abroad.

Alex holds a Master's degree in Business Administration. He also holds a Bachelor's degree in Accounting from National University of Rwanda. He is a member of Institute of Internal Auditors Rwanda.

Irebe Umusangwa is the Communications and Partnership Manager at the Rwanda Green Fund.

As the Communications Manager, Irebe's main responsibility is to create, develop, implement, and manage the Fund's communication strategies in line with the organization's objectives.

As the Strategic Partnership Manager, she is tasked with identifying and cultivating relationships with key partners to benefit the Fund.

Prior to her current position, Irebe worked for five years in Marketing and Brand Management within the FMCG and OMC industries.

She earned a Bachelor's degree in International Business from Messiah University in Pennsylvania, USA. Irebe is also recognized as a WEF Kigali Global Shaper.

Business Analyst

Eric Karerangabo is the Business Analyst at the Rwanda Green Fund. He analyses the Fund's vision, objectives, system, and processes to identify areas of change to enhance the Fund's process and systems. He provides directions on the business processes and the latest technology innovations to constantly invent solutions.

Prior to this appointment, he worked for the Rwanda Green Fund in different positions. Eric brings extensive experience in Information Technology, Monitoring and Evaluation as well as Knowledge Management. He has worked for Government institutions, international organizations, and private sectors. He is familiar with the development partners' system including FCDO, USAID, SIDA, KfW, UNDP, Adaptation Fund, World Bank, and Green Climate Fund. Eric holds a master's degree in Science obtained from Utara University of Malaysia.

Florian Mugabo is the Projects M&E Analyst at Rwanda Green Fund.

As the Projects M&E Analyst, Florian plays a key role in the process of monitoring the implementation of funded projects and at the end evaluating them to see if they have achieved their intended goal.

Prior to this position, Florian served as Programs Management Division Manager.

Florian has wide experience in Environment related Projects Management where is a holder of M.A in development studies and a Bachelor's degree in Agriculture with specialization in Environment and Soil Sciences.

Projects Fund Management Analyst

Fidele Nzirwanabake is the Projects Fund Management Analyst at Rwanda Green Fund.

Fidele plays a key role in management and administration of all Rwanda Green Fund's funds in accordance with the Government of Rwanda financial management procedures and donors disbursement guidelines with a view to ensuring transparent and efficient financial management system that support effective operations, provide a technical assistance in development of fund management tools and finally planning, implementing and reporting on projects. He also serves as a vice chairperson of ICT Committee, Asset Valuation Committee, Chairperson of Contract Management committee and asset valuation committee.

Prior to his appointment, Fidele served as the Director of Finance in the Ministry of Infrastructure. He participated in SPIU/MININFRA in planning, budgeting, monitoring and evaluation, budget execution and variance analysis. Fidele has more than 12 years' experience in financial management in both the public and private sector.

Fidele holds a Master's degree in Business Administration (MBA) from Kigali Independent University (ULK) with second class upper division and qualified CPA (R) Bsc. Hon. Acc from Former School of Finance and Banking (SFB).

Climate Finance Analyst

Laurène Manzi serves as the Climate Finance analyst at the Rwanda Green Fund.

As a climate finance analyst, Laurène plays a in overseeing the acquisition of external resources for the Fund. Her responsibilities encompass the identification, evaluation, and structuring of financial solutions for climate-related investments.

Prior to assuming her current position, Laurène held the position of Senior Research Analyst, where she demonstrated expertise in a variety of research methodologies. In this capacity, she provided data-driven strategic insights and recommendations to development partners and private sector entities, with a particular focus on the financial sector, trade, and agriculture.

Laurène a Bachelor of Science in Economics with a specialization in quantitative methods from the Pennsylvania State University.
